Start with the basics. Most Tamkeen enterprise programmes ask for an active Commercial Registration (CR) from the Ministry of Industry and Commerce (MOIC) and no violations with Tamkeen, the Labour Market Regulatory Authority (LMRA) or other government bodies. Then check where your chosen programme takes applications: Tamkeen's own portal, a partner bank, or Bahrain Development Bank (BDB).
You apply directly with Tamkeen. Programmes that work this way include the Digital Tools Program, which helps businesses adopt digital tools from Tamkeen's partner providers, and the Wage Increment Program, which supports basic-salary rises for Bahraini employees.
For the Financing Support Program, you approach one of Tamkeen's partner banks and give it the information and documents it asks for. The bank submits the application for you, and you are notified by the bank and on Tamkeen's portal once it is approved.
SME Fund applications are submitted at BDB. The fund is for small and medium enterprises based in Bahrain, and some activities are excluded, such as buying, selling and renting real estate.

The core conditions are similar across programmes. As of September 2026, the Digital Tools Program, the Financing Support Program and the Wage Increment Program all ask for an active CR from MOIC (or a licence from the relevant regulator), micro, small or medium company size (Digital Tools also covers virtual enterprises), and no violations with Tamkeen, LMRA or other government bodies. Each programme can add its own conditions.
It depends on the programme. The published criteria for the Digital Tools Program, the Financing Support Program and the SME Fund are based on your CR, company size and compliance record, and do not list an owner-nationality requirement. Some programmes add nationality conditions: a startup applying to the Riyada Business Accelerator Program without a CR needs a prototype and at least one Bahraini founder, and the Wage Increment Program only supports pay rises for Bahraini employees. If you have not set up yet, start with your Commercial Registration in Bahrain, and confirm the programme's criteria before you apply.
Both exist. Tamkeen describes its enterprise support as ranging from co-matching grants to access to financing, so the type depends on the programme:
Each programme has its own list. For example, the SME Fund asks for a copy of your CR, the owners' CPR and passport copies, up to six months of statements from your main business bank account, audited financials where applicable, your latest management accounts, and quotations or a business plan for what you want to fund. The Wage Increment Program asks for each employee's Social Insurance Organization (SIO) statement.
